Lot awarding rule: The contract will be awarded on the basis of the Most Advantageous Tender. Submissions will be subject to initial compliance and pass/fail checks, followed by a scored evaluation of quality (70%) and price (30%). Only tenders meeting the minimum quality threshold will be eligible for award.
