What is being bought
The Mayor and Burgesses of the London Borough of Tower Hamlets intend to enter into a contract with Unit4 in respect of the services described below. The proposed contract is term 3 years. Procedure rationaleThis award is lawful in accordance with the regulation 32(2)(b)(ii) because the competition is absent for technical reasons. The council has used the Agresso application for a number of years, and the system is an essential part of the council's IT infrastructure such that any down time or system failure would have a detrimental affect on the running of the council's services. At the present time it would be impossible for the council to procure an alternative economic operator to provide this service. This is because, the council has embarked on a wider assessment of its infrastructural IT provision - with respect to Finance, HR and Procurement. Therefore it is key that stability of provision is ensured over the next few years to allow proper consideration of the above mentioned aspects. No other economic provider would be able to provide this service at this time. The application is currently hosted by an external third party; this arrangement is drawing to a conclusion. It will not be possible for the application and the data to be hosted by a third party in the future due to the availability of support for third party hosting.
