Procedure rationaleThis award is lawful in accordance with regulation 32(2)(b)(II) because competition is absent for technical reasons. The current provision and all the data stored therein needs to be transferred to the Cloud in accordance with the Council's strategic shift toward cloud based services. Currently the Council is investigating options for the provision an ERP (Enterprise, Resource and Planning) System, a long term decision about the future procurements can only be undertaken upon conclusion of this exercise. To ensure stability of provision during the transfer to cloud based services the contract will be awarded for 36 months with the option to extend for 24 months. Only the current provider will be able to facilitate the transfer of data to the cloud and ensure the required stability. This will allow the council sufficient time to - transfer services to the cloud; make recommendations about the future HR IT provision. |
