The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: Community benefits requirements have not been included due to the nature of the services being procured. The framework relates to the delivery of funded Early Learning and Childcare by a diverse range of providers, including small and medium-sized enterprises and childminders, operating across the public, private and third sectors. Imposing additional community benefit obligations within this context is not considered proportionate and may create an unnecessary administrative burden on providers, potentially impacting accessibility to the framework. The primary purpose of this framework is to deliver statutory funded early learning and childcare hours for eligible children. This service, in itself, delivers significant social and economic benefits to the local community, including supporting children’s development and enabling parental participation in employment, education and training.
