Procedure rationaleWelsh Government has set a target of de-carbonising Wales’ taxi and private hire vehicle (PHV) by 2028.In order to meet this target the purchase of 50 100% electric ZEV taxis, using WG funding, is required for Cardiff Capital Region to initiate a ‘Try Before You Buy’ pilot scheme for taxi drivers to use the vehicles for a 30 day trial period. The specification for the vehicles has been directed by WG with the aim of being London compliant; 100% electric with side access for safety.The Nissan Dynamo is the only 100% electric, London compliant, side access vehicle currently on the market that meets the WG specification and comes closest to the licensing of vehicles requirements within each of the LAs. The LAs may need to amend their individual licensing requirements to cater for the all of the specifications, but the amendments are very minor and LAs have indicated that the changes would be acceptable.In order to be confident that Nissan Dynamo Taxis is the only acceptable supplier that can meet all three requirements, confirmation has been received by WG, Cenex, and Energy Trust (on behalf of the Low Carbon Vehicle Partnership). OLEV (via DfT funding) can also confirm that they will only fund the Nissan Dynamo or the LEVC (which has a range extender and therefore not 100% electric and does not meet the WG criteria due to CO2 emissions still evident).
