Publisher note: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this framework agreement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by [DATE]. This framework agreement has not yet been formally concluded; this notice serves as an intention to establish a framework agreement under the PSR.
Representations can only be made by providers who submitted a bid for acceptance/award to the framework agreement.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be made through the Atamis e-tendering portal.
Award decision-makers are outlined as commissioning service leads, contracts and compliance managers, sustainability and social value managers, procurement staff and finance staff from Nottingham City Council, Derbyshire County Council, Rochdale Borough Council, Warrington Borough Council, Suffolk County Council, The London Procurement Partnership and The North of England Commercial Procurement Collaborative. Moderation leads and project support consists of category management and operational procurement staff from The North of England Commercial Procurement Collaborative.
A robust conflict of interest declaration process was carried out. No conflicts of interest were identified for individuals making decisions or amongst the evaluation and moderation team.
NB: The framework agreement has not yet been concluded; signature will follow the standstill period in accordance with the Provider Selection Regime. The Framework Agreement Established date is therefore the date the [F14] notice is published.

Relative importance of the key criteria that the relevant authority used to make a decision;
The authority weighted the procurement 10% Quality and Innovation (PSR Criterion 1), 10% Value (PSR criterion 2), 12% Integration, collaboration and service sustainability (PSR Criterion 3), 12% Improving access, reducing health inequalities, and facilitating choice (PSR Criterion 4), 10% Social Value (PSR Criterion 5) and 16% for all Lot specific questions. The commercial weighting was 30%.
Provided below is the rationale for the relative importance of the key criteria, and the rationale for choosing the provider(s) with reference to each of the key criteria.
The weighting of the key criteria has been determined to reflect the relative importance of delivering safe, effective, and high-quality public health services, with a clear emphasis on patient outcomes and service sustainability. A total of 70% of the evaluation score is allocated to non-price elements, ensuring that providers are assessed primarily on their ability to deliver high-quality, outcomes-focused services rather than on cost alone.

In order to ensure a consistent minimum standard of quality and delivery capability, providers were required to achieve a score of at least 2 (Satisfactory) in each Lot Specific experience and expertise criterion they applied for. In addition, providers were required to achieve an overall evaluation score of 60% or above to be considered for award and acceptance onto the framework agreement. Providers failing to meet either the individual criterion threshold or the overall score threshold were not eligible for award, ensuring that only those demonstrating an acceptable and deliverable level of service quality, capability, and value were appointed.

The Lot Specific experience and expertise criterion has been given the highest individual weighting within the quality assessment to reflect the importance of proven capability in delivering similar services at scale. This criterion focuses on the provider’s track record, demonstrated outcomes, and ability to meet clinical and operational objectives relevant to the specific lot. The weighting ensures that providers are selected based on credible evidence of successful delivery, supported by appropriate workforce structures and the ability to adapt services to meet diverse population needs and emerging challenges.

The Quality and Innovation criterion has been weighted to reflect the importance of ensuring safe, effective, and continuously improving service delivery. This criterion assesses the provider’s ability to demonstrate robust clinical governance, maintain high standards of service quality, and embed innovation to improve outcomes and responsiveness. The weighting ensures that providers are evaluated on their capacity to deliver modern, adaptable services that meet evolving population needs, including the use of digital solutions and service redesign to enhance efficiency and user experience.

The Value criterion is weighted to ensure that providers demonstrate cost-effective delivery and efficiency without compromising quality. This reflects the expectation under the PSR that value should be considered in the context of service outcomes and wider system benefits, rather than as a standalone cost comparison.
The Integration, Collaboration and Service Sustainability criterion has been weighted to reflect the importance of delivering joined-up, resilient services across health, care, and voluntary sector partners. This criterion assesses the provider’s ability to demonstrate effective partnership working, coordinated service pathways, and robust business continuity and sustainability planning. The weighting ensures that providers are evaluated on their capacity to support continuity of care, avoid duplication, and deliver services that are adaptable and resilient over time, in line with system-wide objectives and population health needs.
The Improving Access, Reducing Health Inequalities and Facilitating Choice criterion has been weighted to reflect the importance of ensuring services are inclusive, equitable, and responsive to the needs of diverse populations. This criterion assesses the provider’s ability to identify and engage underserved groups, tailor services to reduce inequalities, and provide flexible access options that promote informed patient choice. The weighting ensures that providers are evaluated on their ability to deliver measurable improvements in access and health outcomes, in line with statutory public health responsibilities and wider system priorities.
Social value has been assigned a proportionate weighting to capture the importance of community engagement, economic contribution, and local impact, while remaining supplementary to the core service delivery requirements.

In selecting the provider(s), the decision has been based on a balanced assessment across all key criteria. The successful provider(s) achieved the overall minimum threshold of 60% and demonstrated assurance of quality, including clinical governance, effective service delivery, and a commitment to continuous improvement and innovation. Their responses provided credible evidence of delivering value for money, supported by outcome-focused delivery models.
The selected provider(s) also demonstrated ability to work collaboratively across health, care, and third-sector partners, with approaches to integration, service resilience, and long-term sustainability. Their proposals included strategies to improve access, reduce health inequalities, and promote patient choice, supported by evidence of measurable impact. In addition, they demonstrated extensive and relevant experience in delivering comparable services, providing confidence in their ability to deliver successfully over the framework term.

Overall, the decision reflects a robust and proportionate application of the PSR key criteria, with the selected provider(s) offering the most advantageous combination of Quality and Innovation Value, Integration, collaboration and service sustainability, Improving access, reducing health inequalities, and facilitating choice, Social Value and Lot specific experience and expertise.
