Why no open competition
The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
Published justification
Cardiff and Vale University Health Board requires a Cloud Connect service that integrates with the existing Public Sector Broadband Aggregation (PSBA) network, which provides the core connectivity infrastructure for NHS Wales. BT is the designated provider of PSBA and its associated Cloud Connect services under the Welsh Government framework. As the service must be fully integrated with the existing PSBA more…environment, no alternative supplier can provide the required solution without significant technical and operational risks. Accordingly, BT is the only supplier capable of meeting the requirement, and the award is justified on the basis of absence of competition for technical reasons.
