Published requirement description

The Makers Management Company and Otto Management Company, invites expressions of interest for the provision of comprehensive Residential Building Manager Services at The Makers (Nile Street) and The Otto Building (Downs Road).

This procurement seeks a high-calibre Service Provider to manage both developments, delivering integrated, 'hotel-quality' facilities and property management services. The successful candidate will demonstrate expertise in non-social, multi-tenure environments, ensuring the long-term maintenance of these significant residential and commercial assets while fostering community and resident satisfaction.

We are seeking a partner who is committed to proactive asset management, efficient service delivery, and the seamless integration of our 'soft landing' approach.

Please review the tender documentation, which sets out our requirements, scope, and the procurement process in detail.

IMPORTANT NOTE - CONTRACTING AUTHORITY AND BUYER

This procurement exercise is being hosted on the London Borough of Hackney's e-tendering portal for administrative purposes only.

The procuring contracting authority and legal buyer for this requirement is Makers Management Company Ltd (Company No. 11043263), which is acting as the Lead Buyer. The resulting contract will also provide for services to Otto Management Company Ltd (Company No. 11043383).

Any contract arising from this procurement exercise will be entered into and executed directly with Makers Management Company Ltd and not with the London Borough of Hackney.

The London Borough of Hackney is providing the e-tendering portal solely to facilitate the administration of the procurement exercise and is not the contracting authority or legal buyer for the resulting contract.

  • The authority expects to re-tender this requirement around 7 Oct 2026, 23:59 BST.
  • How the procedure runs: The tender is using the Competitive Flexible Procedure and will involve a two-stage process. Lot distribution rule: The procurement consists of two lots, representing a joint procurement between 'The Makers Management Company' and 'The Otto Management Company'. Despite being divided into two lots, the structure requires that two identical contracts must be awarded to a single successful supplier overall.

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
  • Turnover usually expected: about £3,859,160 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

MAKERS MANAGEMENT COMPANY LTD has too little published record in this market to describe on its own. Published market evidence for the same work stands beside whatever it has. How often do local suppliers win?
i

How often local firms win similar work.

Across this market, 39% of winners were registered in the delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Half of these awards were announced within 59 days of the bid deadline.

How often single-bid or direct?

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
