Publisher note: Provider Selection Regime (Wales) 2025 – Notice of Intention to Award As required by the Health Services (Provider Selection Regime) (Wales) Regulations 2025, Betsi Cadwaladr University Health Board gives notice of its intention to award a contract under the Most Suitable Provider Process for the provision of NHS General Dental Services within North Denbighshire. North Wales has a resident population of 686,909 persons (Census 2021) living across approximately 2,500 square miles and includes a mixture of coastal, rural and urban communities. Access to NHS dental services remains a significant challenge across the region, with over 21,000 patients currently awaiting access through the Dental Access Portal. North Denbighshire was identified as a priority area for additional NHS dental capacity and access improvements. To support this requirement, the Health Board undertook an Expression of Interest (EOI) process to understand current provider capacity, capability and interest in delivering NHS General Dental Services within the locality. Following completion of the EOI process, shortlisted providers were invited to participate in a structured Most Suitable Provider (MSP) assessment. For the avoidance of doubt, this award is being undertaken under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. The Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award. The decision-makers comprise representatives from; Assistant Director of Primary Care, Primary Care Contracting Team, Clinical Governance, Finance, Primary Care Dental Practice Advisors. The proposed award recommendation is subject to completion of the Health Board's governance processes and Board approval.
