Published requirement description

East of England Community Health and Care NHS Trust (EEC) is establishing a framework agreement for the delivery of individual, bespoke community packages of care for children and young People aged 0 - 18 years with continuing care needs to enable children and young people to be cared for in their home.

The framework will be established under the Provider Selection Regime (PSR)

Packages of care provided for children and young people in the home will be carried out by registered and non-registered healthcare professionals ("Care Workers") and will involve the provision of some or all the following:

1. Assistance with personal or social care, which may be defined as undertaking any activity which requires a degree of personal and physical contact with the child or young person to assist them to undertake such bodily functions such as dressing, washing, bathing, toileting, getting in or out of bed, eating, drinking, and communicating. This is not an exhaustive list.

2. Supporting individuals who may display behaviours that challenge related to their learning disability, mental health or emotional wellbeing.

3. Play activities appropriate to the child's developmental milestones.

4. Under specified and documented circumstances, assistance with medication and other complex interventions.

8. Specified clinical interventions that may need to be provided by a Registered nurse.

All Framework Providers must be registered with the Care Quality Commission to deliver care in the home, including registration for the Treatment of Disease, Disorder and Injury.

Framework Providers will be commissioned to provide care to children and young people with a wide range of health conditions; care staff will require specific training to meet individual needs; this will be coordinated and delivered by the Framework Provider.

The services are divided into lots:

Lot 1 - Standard Package

Lot 2 - Enhanced Package

Lot 3 - Registered Nurse Package

Lot 4 - Domiciliary Package

Lot 5 - School Support Package

EEC anticipates re-opening the Framework at the following points:

• Four times across the 5-year framework term (August 2027, 2028, 2029 & 2030)

EEC reserves the right to adjust the indicative reopening schedule above in response to operational factors. Such factors may include but are not limited to:

• Supply and demand changes

• Allowing sufficient competition

• Changes to pricing structures

• Changes due to impact of Local Government Re-organisation
