- Change Regulation 72 1(c), Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The outbreak and subsequent impact of the Covid-19 pandemic has meant that the models of housing support have needed to change to better meet the needs of the citizens of Carmarthenshire. Carmarthenshire County Council has therefore made the decision to expand this existing service. The funding for the expansion of the services will come initially from Welsh Government Phase 2 transitional funding. This will last until 31st March 2021 where it will be replaced by Housing Support Grant funding. Welsh Government has made monies available for this purpose for 2020/21 and it is anticipated that the services will be absorbed into the Housing Support Grant thereafter.
