Coverage: 103 active published awards; 103 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
Blackpool Council, working on behalf of other Lancashire Local Authorities through the Lancashire Home Energy Officers Group (LHEOG), has appointed a Partner / managing agent to oversee the delivery all domestic energy efficiency initiatives under the CHiL brand. The Partner / managing agent clearly demonstrated the ability to meet our requirements and offered the most economically advantageous tender. Blackpool Council acted as the Procurement lead, each Local Authority will have their own separate contract with the successful bidder. The contract term will be from 1st April 2023 to 31st March 2025 with the option to extend incrementally for a period of 1 + 1 years (subject to contract review and budget availability). Cosy Homes in Lancashire (CHiL) is a brand established by 12 district and two unitary councils in Lancashire as well as the County Council under which domestic energy efficiency schemes are delivered pan-Lancashire. Historically there is a strong track record of the Authorities working together in the energy field and CHiL has developed through this collaborative working arrangement. Other Lancashire Authorities may in the future may join the LHEOG and it is an expectation that the successful provider will be able to accommodate their requirements. The cost of providing this Service will be met by any fees generated from funding agreements and any management fees included within funding secured from other sources via the Open Book process.

CHiL seeks to maximise government Energy Company Obligation (ECO) and other grant opportunities that are available for energy efficiency measures for Lancashire residents. In particular CHiL looks to support those households in fuel poverty and vulnerable to the effects of living in a cold home but also aims to provide an offer to all households, not just those in fuel poverty. The cost of providing this Service will be met by any fees generated from funding agreements and any management fees included within funding secured from other sources via the Open Book process. .
