Progression Towards Employment — UK public procurement notice
Authority: Stockport Metropolitan Borough Council (Local council)
What is being bought
Published requirement descriptionStockport Metropolitan Borough Council Economy Work & Skills Service is seeking to procure a lead provider to deliver a programme of activity which supports economically inactive Stockport residents who are furthest away from the labour market, with complex needs (including those who are not engaged with mainstream provision and those accessing work and skills triage support via our Work & Skills Navigators) to address barriers and achieve positive onward destinations
The design of the delivery is based around a set of 'Key Principles' and a 'Menu of Interventions' and activity should reach out to and attract residents from some of Stockport's communities who are not currently accessing the support they need to overcome barriers, helping them to them make positive progressions towards their goals and aspirations.
Advancing equality of opportunity in the labour market, and reducing social isolation are key drivers for this programme and participants should be given the opportunity to access person-centred, one-to-one support via a Key Worker model, to enable them to participate in activities which have a positive impact on their life, address personal challenges and needs, and improve their life chances.

The delivery model should offer a varied menu of engaging interventions which will address the most significant or pressing barriers that a participant is facing and help them on their pathway into employment (where this is right for the individual), education/training or further ongoing support.
Ongoing community engagement and integration is a crucial aspect of this programme, as well as collaboration and partnership working with Stockport Council and other key local stakeholders, in order to support residents needs and ambitions.

Competition analysis · published record, not a forecast of who will bid
How Stockport Metropolitan Borough Council buys Health services (CPV 8510) — and who usually turns up
Stockport Metropolitan Borough Council’s own published record, next to the North West England market for the same work. Frameworks and DPS are kept out: they attract a different number of bids. Whole-market view: Health services (CPV 8510) →
How the contest usually goes
Left: this authority. Right: the market where the work is delivered. Bids and award-vs-estimate pairs are per lot, from contested contracts only — direct awards (including PA 2023 transparency notices) report one bid by definition and are left out. On Procurement Act 2023 notices the count is the tenders assessed at the final stage, not every submission received; pairs compare like with like (VAT-exclusive, or VAT-inclusive on both sides). Empty means nothing was published, not filled in from elsewhere.

Coverage and what to read with care
- Each tile explains itself. The on a figure says what it is, how it is counted and which scope this notice’s own record came from (class, division, all categories, or the authority’s 24-month row). The two columns are never blended and nothing is filled from a UK-wide figure; an empty tile means the source published nothing usable. Long form: Methodology.
- Coverage. Roughly 40 % of notices publish a bid count; about half publish an ITL1 delivery location, so the market column reads the authority’s registered region when the notice has none (labelled). About 30 % of award-vs-estimate pairs are exact matches — the buyer published the award at the estimate. n is on every figure; a thin sample is muted, never hidden.
- “Match” and “relevance” are model scores from the nightly matcher, not published facts. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.
