Coverage: 164 active published awards; 156 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

The Digital Strategy outlines an aspiration to consolidate suppliers making best use of large scale providers and their ability to offer many different elements of functionality under one contract. Microsoft also have substantial delivery capability via their Industry Solutions Division, who already work with multiple other local councils. The direct award is designed to take advantage of Microsoft’s knowledge of their own software suite and large scale implementation capability.

Procedure rationaleA search using appropriate keywords on the GCloud 13 CCS Framework only produced Microsoft as a potential supplier. Utilising Microsoft products fits to the strategic direction, and allows rationalisation of other products. The contract produced for signature is equivalent to a GCloud contract. Microsoft are already suppliers of the council’s productivity suite (through Office 365) and cloud compute presence through Azure. The Digital Strategy outlines an aspiration to consolidate suppliers making best use of large scale providers and their ability to offer many different elements of functionality under one contract. Microsoft also have substantial delivery capability via their Industry Solutions Division, who already work with multiple other local councils.
