Liverpool City Council is undertaking this procurement to select a Development Partner to develop the Liverpool Heat Network and, subject to receipt of the necessary approvals, to deliver the Network using the Development Partner's chosen corporate vehicle.

  • How the procedure runs: This Competitive Flexible Procedure will be conducted in five stages. The stages consist of: Stage 1: Conditions of Participation; Stage 2: Interim Tender Response Phase (Legal Submission only); Stage 3: Dialogue Meetings; Stage 4: Invitation to Submit a Final Tender Response; and Stage 5: Preferred Supplier Stage.
