Procedure rationaleMOD Voluntary Transparency Notice for the Maritime Radar Update Programme (MRUP) Second Naval Navigation Radar (SNNR) T23 Frigates./LPD 1. United Kingdom Ministry of Defence (the “Authority”) intends to place a contract with Hensoldt UK Limited (company number 06391386) (the “Company”) for Maritime Radar Update Programme (MRUP) Second Naval Navigation Radar (SNNR) used on Royal Navy T23 Frigates 2. The planned term of the contract is for 5 years with two one-year option years (up to 7 years total). The estimated value of this contract is up to £3.5m 3. The contract will be for the procurement and In Service Support of a Second Naval Navigation Radar (SNNR) for use on Royal Navy Type 23 Frigate/LPD. Options will apply to this procurement. 4. This procurement falls to be regulated under the provisions of the Procurement Act 2023 and it is considered that the award of the contract without prior publication of a contract notice in Defence Sourcing Portal and the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with paragraph 6 of Schedule 5 of the Procurement Act 2023, due to an absence of competition for technical reasons . a. The MRUP team are in an unusual and unplanned position whereby the current SNNR used on Royal Navy Type 23 Frigates is unsupported; as SNNR is a critical system this presents a significant risk to Navigational Safety for the T23 vessels and a risk to the operational capability of these Royal Navy vessels. The failure of a Navigation Radar will result in a high-level Operational Defect (OPDEF) and could prevent the ship sailing. With this in mind timescales to procure a replacement radar are of the upmost importance. b.Due to the necessity to replace the radar at the earliest opportunity, the Authority will seek to limit any change on the platform. The Authority’s requirement is therefore for a radar which has identical properties to the current radar so as to enable the existing infrastructure on the platform to be used. This will remove the time required to undertake design work, and to model interaction with it and other systems. This approach will also ensure that the time required to update the radar on the platform is kept to the bare minimum and that the impact on platform readiness is limited, thereby enabling an update to be done whilst a vessel is operational. The Hensoldt S Band Turning Unit and Antenna is the only solution which meets the Authority’s requirement. 5. This VEAT Notice is not a request for Expressions of Interest (EoI) so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single source basis and is published for reasons of transparency. If you are interested in becoming a sub-contractor for this requirement, you should apply directly to the Company named above.
