Transport for London (TfL) is seeking to procure an Administrator for its Private Medical Benefit under new contract commencing on the 1 April 2027. The contract will run for an initial three-year period with an option to extend for a further two years (1+1), at TfL's sole discretion. The Administrator will be expected to manage the Private Medical Benefit on behalf of TfL, including assessing claims and paying treatment costs. The scheme is currently financed via a trust with c. 7,100 employees and their eligible dependants. TfL does not guarantee any minimum number of Scheme Members or volume of activity under the contract. The administration service is of critical importance to TfL. The successful Administrator will be expected to deliver high quality service to both TfL and the Scheme Members, including an efficient claims process, responsive member helpline and proactive account management support. TfL is seeking an Administrator that can effectivley procure and manage medical treatment spend while supporting positive member outcomes. The selected provider should be able to demonstrate robust cost control capabilities and experience of managing claims spend through appropriate treatment pathways. This includes the use of mechanisms such as direct access to musculoskeletal services and open referral networks, which form part of the benefit design and help deliver an effective claims journey whilst controlling costs. Bidders must also demonstrate their ability to manage the implementation and transition of the scheme effectively, ensuring continuity of service and minimal disruption to TfL and Scheme Members. The estimated contract value stated within this notice is based on the anticipated administration fees and stop-loss insurance premiums over the maximum potential contract term of five years. The estimated value stated in this notice reflects projected administration fees and stop loss insurance premiums across the maximum potential five year contract term. The stated value is indicative only and should not be interpreted as a guarantee of contract spend, supplier revenue or membership levels during the term of the contract.

Benchmarked against retained Find a Tender procedures with CPV division 66. The category anchor is Financial and insurance services (66000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 66 | 1,073 | 3 median · 20.6 average (339 of 1,073 with a bid count) | 2.1 average (389 of 1,073 with named award suppliers) | Not published |
| Same buyer | 4 | Not published | Not published | Not published |
| Delivery region: UKI | 98 | 1 median · 14.8 average (34 of 98 with a bid count) | 2.1 average (36 of 98 with named award suppliers) | Not published |
| Similar published value (0.5×–2×) | 61 | 3 median · 3 average (1 of 61 with a bid count) | 1 average (1 of 61 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
No planning milestones published.
No linked framework, prior procurement or reprocurement published.

The contract will run for an initial three-year period with an option to extend for a further two years.\nThe Administrator will be expected to manage the Private Medical Benefit on behalf of TfL including assessing claims and paying treatment costs. The Private Medical Benefit is currently financed via a Trust with c. 6,900 employees included within the plan plus their eligible dependants.\nAdministration service is extremely important to TfL. "description": "Transport for London (TfL) are reviewing the existing Private Medical Benefit and will be appointing an Administrator with a new contract commencing on 1 December 2026. The contract will run for an initial three-year period with an option to extend for a further two years. \nThe Administrator will be expected to manage the Private Medical Benefit on behalf of TfL including assessing claims and paying treatment costs. The Private Medical Benefit is currently financed via a Trust with c. 6,900 employees included within the plan plus their eligible dependants. \nAdministration service is extremely important to TfL. TfL's chosen administrator needs to provide excellent service to both TfL and the Private Medical Benefit members. This includes offering a quality claims helpline and claims process for plan members as well as a proactive account management service to TfL. \nTfL are keen to work with an administrator who can procure and manage medical treatment spend appropriately. The selected provider should be able to demonstrate that they can control costs effectively and work with TfL to manage the claims spend. This includes the use of claims pathways such as direct access musculoskeletal services and open referral networks that are mandated within the benefit design to facilitate an efficient claims journey for plan members whilst controlling costs. \nAdministrators must demonstrate their ability to manage the transition of the scheme effectively and seamlessly, with no disruption to TfL or members of the Private Medical Benefit.",
