Supported Living Support Services for People with Learning Disabilities or Mental Health Needs Framework
Authority: Durham County Council (Local council)
What is being bought4 lots · detail below
Published requirement descriptionDurham County Council (the Council) has a duty to provide services for vulnerable residents who are eligible for care and support according to the national criteria introduced by the Care Act 2014.
The Council is seeking multiple providers that can provide the below named services.
This is a flexible Framework where bidders may bid at any time.
However, at the sole discretion of the Council, it may close the Framework should the Council deem they have sufficient providers to meet demand. The Council has the discretion to both open and close selected Lots and not all Lots should it choose to.
The opportunity is divided into four Lots as detailed below:
Lot 1: Learning Disability Standard Care
Lot 2: Learning Disability Enhanced Care
Lot 3: Mental Health Standard Care
Lot 4: Mental Health Enhanced Care
The Framework does not include any guarantee of any minimum volume of services, or any minimum expenditure. Furthermore, appointment under the Framework does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements.
Permitted modifications - The Council anticipates that changes may be required to reflect evolving service needs and external drivers. These may include (without limitation)changes to the nature, scope, model or volume of Supported Living Services;
shifts in local and national health, care and wellbeing priorities; changes in service user needs, complexity and demand; amendments to statutory duties, regulatory requirements,
inspection regimes or best practice guidance.
CPV: Health and social work services

Published description of the framework
The operation for this Framework will follow service user choice, whereby an individual is given choice and control in selecting their own services.
If the service user or his/her representative identifies a specific organisation to provide Services, the Council will approach that organisation directly. In such a case, the Provider will be required to accept the instructions for the service user (unless it has very compelling reasons not to do so) and shall not be entitled to charge more than the maximum prices indicated elsewhere in this document.
Direct Award (Standard call off)
Where a Service is required, the Council can approach the most suitable Provider for the Service required and confirm with the Provider that the Provider is able to provide the service required within the timescales. The prices confirmed by the Provider in its tender response will be the price for the services. Suitability of the Provider will be determined by the individual factors which could include (in no particular order):
- Service user or representative's choice/professional judgement
- Social Worker / Care Coordinator / Nurse advice / Court Judgement
- Appropriateness of service delivery provision
- Geography
This is not an exhaustive list.
Call Off Competition (Competed call off)
The Council may decide to run a call off competition involving the organisations who are on the Framework for the relevant Lot and able to provide the required services.
In running any competition between some or all organisations on the Framework for a particular Lot, the Council will set out the required qualitative criteria which may from time to time take into account any expressed wishes and best interests of the service user and/or his/her family and/or other representatives. This will be detailed at each individual procurement exercise.
The Council will evaluate all bids on relevant qualitative criteria indicated at the time and based on the prices submitted during the bidding process for the Framework (Pricing Schedule). In exceptional cases only the Council may run a mini competition exercise on a price/quality basis, with relative percentages indicated at the time of call off.
The Provider who submits the most advantageous bid will be awarded the Call-Off Contract.
The Framework does not include any guarantee of any minimum volume of services, or any minimum expenditure. Furthermore, appointment under the Framework does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements.
Documents can be found and submitted at www.open-org.uk ↗ using reference OPEN2026294. Subsequent call offs will also be published at www.open-org.uk ↗
