Authority: Guy's and St Thomas' NHS Foundation Trust (Central government)
What is being bought
Published requirement descriptionGuy's and St Thomas' NHS Foundation Trust intends to award a contract to Precision Ocular Network for the supply of donated human corneal tissue used in ophthalmic transplant procedures.
The direct award is made under Section 41 and Schedule 5, Paragraph 6 of the Procurement Act 2023, on the grounds of absence of competition for technical reasons.

- Why no open competition
- Single Suppliers Technical Reasons
- Published justification
NHS Blood and Transplant is unable to consistently meet the Trust's clinical demand for corneal tissue. Despite improved availability, supply remains insufficient to ensure continuity of transplant procedures.
The Trust requires a reliable supply of clinically suitable corneal tissue meeting Human Tissue Authority regulatory requirements. No reasonable alternative supplier has been identified that can meet the Trust's specific clinical, technical and continuity requirements.
Precision Ocular Network is an established supplier capable of meeting these requirements. The direct award is necessary to maintain continuity of essential ophthalmic transplant services.
