What is being bought

The University of Westminster is seeking indicative cost estimates, to inform funding bids, from potential technology partner(s) who are interested in and capable of working in co-design with the community to build an innovative national practice research infrastructure Potential projects would follow a phased approach, over three years, starting with the implementation of a basic infrastructure and scaling up subject to additional investment. As such, the requirements focus on the core infrastructure and assume using existing open-source platforms. This basic infrastructure must have the potential to scale up in size, functionality and number of users. We anticipate an integrated component-based approach to the infrastructure that encapsulates the potential for, firstly, the capture and dissemination and, ultimately, the preservation of content. We anticipate that there is an opportunity for partnerships working across more than one supplier,

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 73. The category anchor is Research and development services and related consultancy services (73000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
