What is being bought
Published requirement descriptionAssociated British Ports (ABP) is the UK's largest ports group, operating 21 ports across the UK and handling approximately one quarter of the nation's seaborne trade.
ABP is seeking to appoint a suitably qualified and experienced Principal Contractor to deliver a landside infrastructure project at the Port of Southampton.
The project comprises the construction of a multi-deck vehicle parking facility and associated infrastructure works, including civil engineering, utilities, drainage, highways, and external works. The works will be undertaken within a live operational environment and require strong programme, stakeholder, and interface management capabilities.
ABP intends to procure the works through a Competitive Flexible Procedure under the Procurement Act 2023.
The procurement will be conducted in two stages:
- Conditions of Participation Stage (PSQ)
- Invitation to Tender (ITT) Stage
The Conditions of Participation stage will assess suppliers' capability, capacity, relevant experience, financial standing, health and safety arrangements, and overall suitability to deliver projects of a similar scale and complexity.
Suppliers will be expected to demonstrate successful delivery of comparable building and infrastructure projects, particularly those undertaken within operationally constrained or complex environments.
The PSQ documentation will be issued via the ABP procurement portal. Only suppliers meeting the Conditions of Participation requirements will be invited to participate in the ITT stage.
This notice serves to notify the market of the commencement of the procurement process and invite interested suppliers to participate.
- How the procedure runs: The two stage process is as described below: Stage 1 PSQ The Applicant is issued with a PSQ, including Instructions to Applicants, Project Requirements and a set of qualitative questions designed to assess the Applicant's: • Eligibility • Financial Capacity • Insurance, Legal and Regulatory Compliance • Data Protection Capability • Health, Safety, Environmental and Quality Management • Technical Capability and Experience Completed PSQ’s should be submitted strictly in accordance with the instructions to Applicants described within the PSQ document and received by ABP no later than 01/09/2026 12:00 BST. For the avoidance of doubt, the Applicants are required to submit all documents requested to be included in all sections of the PSQ Response Document attached in Appendix 05 – PSQ Response Document to enable their PSQ submissions to be fully evaluated against the evaluation criteria. The evaluation criteria is also provided within the PSQ Response Document. Stage 2 – Invitation to Tender (ITT) Following the conclusion of Stage 1 PSQ, shortlisted Applicants will be invited to participate in the second stage of the process. This tender process will implement a competitive flexible process that is fully bespoke to the project’s requirements. Stage 2 ITT will invite shortlisted Applicants to submit detailed proposals, allowing for innovative solutions and value-driven outcomes. This approach promotes fair competition while providing the flexibility to adapt to project-specific needs and deliver the best possible results.
