    Derbyshire County Council (DCC) is seeking feedback to assist in the preparation for a new Open Framework for the hire of Non-Operated Plant, Equipment and Vehicles. The proposed Open Framework is expected to commence towards the end of this year (2026). It will have an initial term of 12 months, with the option to extend for a further seven 12-month periods, up to a maximum duration of eight years (1+1+1+1+1+1+1+1). The Framework will be structured into sixteen Lots, each aligned to a specific plant/ machinery/ equipment type. The intention is to appoint multiple suppliers per Lot, ensuring resilience, flexibility, and consistent service delivery across Derbyshire. The intention will be for suppliers to be able to bid for any combination of Lots and are not required to submit bids for all Lots. The current proposed Lot structure is as follows: • Lot 1 - Materials Handlers • Lot 2 - Excavators • Lot 3 - Kerb and Slab Lifters • Lot 4 - Dumpers/Skip Loaders • Lot 5 - Rollers • Lot 6 - Pumps • Lot 7 - Rollers • Lot 8 - Breakers (Hydraulic, Petrol, Electric & Battery) • Lot 9 - Drilling and Fixing Equipment • Lot 10 - Saws/Cutters • Lot 11 - Concreting Equipment & Mixers • Lot 12 - Trench Support/Access Equipment • Lot 13 - Generators • Lot 14 - Temporary Site and Office Accommodation • Lot 15 - Temporary Traffic Lights • Lot 16 - Vehicles We are seeking any feedback potential suppliers may have on the current lot structure, including whether any additional detail should be requested and/ or any associated rates. We would also appreciate if potential bidders could advise which Lots, if any, they may intend to bid on when/ if the tender is published. Please note, any feedback provided will be treated as confidential. Participation in this process is entirely voluntary and non-binding. Responses will be used for information gathering only and will not form part of any future evaluation process. Suppliers are not to submit or return a completed Price Schedule with rates/ prices, any such submissions will be disregarded. This is a market engagement exercise only. It is not a formal invitation to tender, nor does it constitute an offer of contract
