How this buyer will score bids.

The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).

Evaluation split and conditions of participation as published; the tender pack may add more
How bids were scored

Lots publish different evaluation splits; there is no single procedure weighting.

Lot distribution rule: suppliers are able to bid for EITHER Lot 1 or Lot 3, not both. Suppliers are able to also bid for Lot 2 as required. Suppliers are able to bid for any number of geographical sublots in each main lot. The number of suppliers that NRW intends to appoint for each Lot in each framework within the Open Framework is stated below. The numbers indicated represent the preferred number, but the actual number of suppliers appointed may vary depending on the outcome of the procurement process and could be more or less than indicated. Lot 1A - North Wales Groundworks - F1=5, F2=10, F3=15 Lot 1B - Mid Wales Groundworks - F1=5, F2=10, F3=15 Lot 1C - South Wales Groundworks - F1=5, F2=10, F3=15 Lot 2A - North Wales Scrub - F1=5, F2=10, F3=15 Lot 2B - Mid Wales Scrub - F1=5, F2=10, F3=15 Lot 2C - South Wales Scrub - F1=5, F2=10, F3=15 Lot 3 - All Wales Peatland Development - F1=2, F2=3, F3=3
What this means for your bid
  • Price carries 50 points on every lot: a 10% discount moves about 5 points.
  • “NRW Peatlands Restoration Framework 2026-2034” is a framework: the contest is a place on its panel, up to 93 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
