Clarion's repairs operatives when attending residents' homes. There is no reasonable substitute available for these locations, as parking payment arrangements are determined by the relevant parking operator or local authority and RingGo is the designated payment platform. This is particularly prevalent in London where parking is an issue. The use of alternative car parks (or parking locations) is not operationally feasible due to the requirement for operatives to transport tools and materials directly to site. Parking further away would create operational inefficiencies, reduce productivity and create potential health and safety risks. RingGo forms part of the EasyPark Group, whose portfolio includes several major parking payment providers operating across the UK. This limits the availability of independent providers that can offer equivalent parking access. At the time the contract was awarded, RingGo was identified as the only supplier able to provide access to the required car parks (or parking locations) used by Clarion's repairs operatives. As a result, Clarion determined that the conditions for a Direct Award under Schedule 5 of the Procurement Act 2023 were met and subsequently entered into the contract with RingGo.
