What is being bought

Summary of requirements: The City of London Corporation is seeking to commission one Lead Provider to deliver an online Portal of IPD beds for participating Local Authorities to access IPD beds across the country. The City of London Corporation is acting as a lead authority and accountable body for commissioning the online portal for this project. Background In 2021 the Pan-London In-patient Detoxification Programme was developed to address low levels of inpatient detoxification and stabilisation services in London and to develop more sustainable IPD services and a strategic, longer term programme to meet the needs of this key health inclusion group. Building on the Pan-London commissioning arrangements, the IPD Online Portal is the next phase of this strategy. A Lead Provider will work with London partners to build on the London IPD model to support more accessible, dispersed IPD services and contribute to London’s action to reduce health inequalities. The IPD Online Portal will provide a range of IPD services which meet a range of client needs and have a good geographical spread. The Lead Provider will also work alongside regional strategic partners to develop increasing levels of IPD provision in London for: • Specialist inpatient medically assisted withdrawal beds. • Residential medically assisted withdrawal beds. The Lead Provider will: • Be responsive to evolving needs and will operate with a high level of accountability, transparency and governance • Be monitored using national and local Key Performance Indicators (KPIs) and will work with City of London, the Association of Directors of Public-London (ADPHL), Office for Health Improvement and Disparities (OHID) and the Greater London Authority (GLA) to highlight areas of best practice that can be shared locally and nationally • Require and ensure IPD services included in the Online IPD Portal must meet CQC registration requirements (Health and Social Care Act 2008 (Regulated Activities) Regulations 2009 and the Care Quality Commission (Registration) Regulations 2009) and provide evidence of current registration. In accordance with regulation 27 (2) of the procurement regulation 2024, the mandatory standstill period will commence on 14 October 2025 and will expire at midnight on the 24th of October.

This model will support both London residents and individuals who are sleeping rough or at risk of rough sleeping.\nBuilding on the existing Pan-London Substance Misuse Programme, the Lead Provider will help realise the City’s ambition to:\n•\tEstablish long-term, sustainable, and geographically dispersed IPD provision that effectively meets diverse and complex client needs; and\n•\tDeliver equitable, pan-London access to IPD services for all London Local Authorities.\nEstimated Contract Value: £800k - £1.2m per year @ two year contract\nOverview of the London Inpatient Detoxification and Stabilisation (IPD) \nFramework Model  \nThis initiative represents a significant opportunity to collaborate with partners across London to transform the delivery model for Inpatient Detoxification and Stabilisation (IPD) services. The aim is to create a more accessible, inclusive, and responsive framework that supports health inclusion groups and contributes meaningfully to reducing health inequalities across the capital.\nThe IPD Framework will enable access to a broad range of IPD units tailored to meet diverse and complex client needs. The appointed Lead Provider will be responsible for developing coordinated working pathways between IPD units and London Local Authorities, ensuring consistency of care and equitable access.\nA key feature of the Framework will be the strategic distribution of IPD bedspaces across the country, with a particular emphasis on increasing availability within London. \nThe model will encompass:\n•\tSpecialist inpatient medically assisted withdrawal beds; and\n•\tResidential medically assisted withdrawal beds.\nTo provide the required stability and guaranteed access, block booking of a proportion of IPD bed capacity will be essential.\nThe Lead Provider will also design and host an online IPD Framework Portal—an interactive platform enabling Local Authorities, substance misuse services, and service users to explore available provision and make informed choices.\nWhile the initial focus will be on IPD service delivery, there is potential for future expansion of the Framework to include Residential Rehabilitation beds, creating a more integrated pathway of care and recovery.",

No expense in responding to this PME will be reimbursed by the City.  \nPreliminary Market Engagement (PME)\nPME in this case is where the City, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity. \nThis exercise will provide an opportunity for the City to obtain insight into how participants might approach the delivery of the service in question. It also gives a useful early insight into the likely level of interest in a proposed project from that market. \nParticipants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supply and services or accept any proposals offered. Any Procurement of the supply and services by the City will be carried out strictly in accordance with the Procurement Act (PA23).\nThe City has developed a questionnaire (attached at the end of this document) that they would like interested parties to complete.\nAs stated above, the outcome of the PME exercise will inform an options appraisal with recommendations."
