The justification of award is in accordance with the Procurement Act 2023 Section 41, Schedule 5, Paragraph 7 whereby the existing supplier is allowed to partially replace the supplied goods in circumstances where:
(a) change in supplier would result in the contracting authority receiving goods that are different from, or incompatible with, the existing goods and
(b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance
These components are part of the Jubilee Line door system originally supplied by Alstom Transport UK Limited (Alstom).
Alstom being the original manufacturer who supplied these doors to TfL and is therefore the best suited technically to produce these parts to exact specifications, safety standards and certifications. Any use of alternative parts sourced from suppliers other than the Original Equipment Manufacturer (OEM) for the overhaul of internal door systems presents a significant risk of component incompatibility and may introduce disproportionate functioning of the doors in opening and closing leading to technical challenges during operation. Such deviations from OEM‑specified parts could compromise the reliability and safety of the systems, potentially resulting in unsafe door operations inside the train and heightened safety concerns for passengers while in service.
