This is a transparency notice to inform the market that National Highways is directly awarding a contract to Navtech Radar Limited for Stopped Vehicle Detection (SVD) for a period of 12 months from 1st September 2026 to 31st August 2027.
This direct award is made under Section 41(1)(a) and Schedule 5, Paragraph 5 and 6 of the Procurement Act 2023.
1.The proposed supplier has exclusive (intellectual property) rights in the hardware and software already supplied to National Highways and do not share /re-sell/licence any of its designs/intellectual property with/to third parties. Without these, no other supplier could provide the support and maintenance services under the proposed contract to the pre-existing hardware. For the same reasons, no other supplier could provide upgrades to existing hardware.
- The only means by which another supplier could provide services and supplies similar to those under the proposed contract would be to replace the existing hardware with an alternative solution. Very significant investment has been made to deploy the existing hardware and the majority of these assets still have a number of years before they reach 'end of life'. To undertake a wholesale replacement of the hardware at this juncture would therefore be disproportionate and unreasonable.
The new contract will ensure continuity of these essential service.

- Contract change proposed1 Sept 2026, 23:59 BSTJustification for Contract Modification – Schedule 8, Paragraph 8: Additional Goods, Services or Works National Highways intends to modify the existing Stopped Vehicle Detection (SVD) service contract to provide additional services associated with the continued operation, maintenance and support of the existing SVD estate. The modifications comprise: CCN002 – Warranty Support – £309,954.47 Provision of additional warranty and associated support for the existing SVD equipment. The warranty services relate directly to equipment and infrastructure forming part of the existing SVD solution and require compatibility with the existing service and technical environment. CCN003 – Out-of-Hours Swap-Out Support – £330,000.00 Provision of additional out-of-hours technical support associated with the replacement, configuration and integration of SVD OutStations. This includes specialist technical activities required to configure replacement equipment and ensure its continued integration and operation within the existing SVD solution. CCN004 – Hindhead Tunnel Support – £92,019.36 Provision of additional specialist support for the existing SVD equipment and associated solution operating at Hindhead Tunnel. The services require compatibility with, and specialist technical knowledge of, the existing SVD equipment and service environment. These services are additional to, and/or a repetition of, services already provided for under the existing contract. Using a different supplier to provide these services would result in services that are different from, or incompatible with, those already provided under the contract. Given the integrated and specialist nature of the existing SVD solution, this would result in disproportionate technical difficulties in the operation and maintenance of the SVD estate and/or other significant operational inconvenience. The combined value of the three modifications is £731,973.83. The estimated value of the contract prior to these modifications is £1,974,725.75. The combined modifications therefore represent an increase of approximately 37.07%, resulting in a revised estimated contract value of £2,706,699.58. The modifications do not increase the estimated value of the contract by more than 50%. National Highways therefore considers that the modifications satisfy the requirements of Schedule 8, paragraph 8 of the Procurement Act 2023 – Additional goods, services or works.
