Coverage: 20 active published awards; 0 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
There is a requirement to first gain an understanding of Oracle’s Planning Cloud (E/PBCS) to enable the project team to make a more valuable contribution to the design and implementation of Oracle Planning Cloud applications, to cover all capabilities of the system and explore the interface, typical planning processes and the flow of data from source systems and to see the ways in which plan data can be adjusted, translated and aggregated within Oracle Planning Cloud before being analysed with powerful reporting tools such as Cloud EPM Reports or in Microsoft Office using Smart View.

Planning and rationale

No-engagement rationaleNot published |
Procedure rationaleA direct award is proposed in accordance with Schedule 5 of the Procurement Act 2023 on the basis that only one supplier is capable of delivering the requirement. Keyteach are the sole supplier in the market and have already developed bespoke training tailored to CPS requirements. Appointing an alternative supplier would require significant re-development, resulting in duplication of cost, delay, and increased delivery risk. A direct award is therefore considered proportionate and represents value for money. |
