Published requirement descriptionLondon Borough of Haringey is intending to appoint providers to the Open framework for the Provision
of Tuition services for children and young people in accordance with the Invitation to
tender (ITT) documents.
The framework will cover the following services:
Lot 1: Small group, in-person, educational tuition for key stages 1-4, delivered by a
qualified teacher. Group size range: two to five pupils.
2a: Individual, in-person, educational tuition for key stages 1-5+, delivered by a qualified
teacher.
2b: Individual, in-person, educational tuition for key stages 1-5+, delivered by a teaching
assistant with, at minimum, NCFE CACHE Level 3 Diploma in Supporting Teaching and
Learning qualification. This educational learning will be reviewed by a qualified teacher.
Lot 3: Online educational learning delivered live and in real-time by a qualified teacher for
key stages 1-5+. Resources such as pre-recorded videos, where used, to be
supplementary.
Lot 4: Small group, in-person, key stage 5+ post-16 educational tuition (for ages 16-19 &
19-25), in accordance with the Children and Families Act 2014, for pupils with EHCPs
(Section 61 duties), delivered by a qualified teacher. Group size range: two to five pupils.

Who may buy through it
This framework may be accessed by the London Borough of Hackney by entering into an access agreement with the London Borough of Haringey and before placing any call off contracts.
Published description of the framework
The Framework Agreement shall be re-opened during its term in accordance with the provisions set out in section 49 of the Procurement Act 2023 (i.e a minimum of once and a maximum of three times within the first three years and a minimum of once and a maximum of four times within the subsequent five years. The award of any subsequent framework agreements will be on substantially the same terms. It is anticipated that the first re-opening this will be 12-18 months following the Framework commencement however, the Contracting authority reserves the right to have more openings up to a maximum of three times in the first three years and between one and four times in the subsequent five years. A Tender Notice will be published on the Central Digital Platform each time the Framework is re-opened. Where the number of Framework Participants in an individual Lot falls below the number set out in the tender documentation, the Council reserves the right to re-open the Framework Agreement for the particular Lot in question. This will be on substantially the same terms as the Each reopening of the open framework will be conducted under substantially the same terms as the original agreement, in accordance with the Procurement Act 2023. However, the Council reserves the right to amend specific questions and evaluation criteria to reflect evolving service requirements, policy updates from the Department for Education, and any changes in relevant legislation or regulation. All changes will be communicated transparently to the market during each reopening phase. Upon each reopening of the open framework, all suppliers-existing and new-will be invited to participate in the competitive process. Existing suppliers may choose to either submit a new bid or maintain their original submission. Suppliers must clearly indicate which option they are selecting. However, if the Council has a new or updated requirement then new bids must be submitted. If a supplier submits a new bid, their evaluation score may increase, or decrease based on the updated criteria and competitive landscape. Suppliers who maintain their original submission will retain their previous score; however, their ranking within the framework may change if other suppliers submit more competitive bids. The Council shall award Specific Contracts under the Framework Agreement to Framework Participants for the provision of the Services either: (1) by reference to the terms of the tender submitted by the Framework Participants as set out in the Form of Tender, Specification, Schedule of Rates and Method statements ("Call - off") or by inviting all the Framework Participants capable of providing the Services required under a particular Statement of Requirements to engage in a further competition by submitting Bids in response to the Statement of Requirements.
