The Scottish Parliamentary Corporate Body (SPCB) is currently conducting market research to assess the availability of potential service providers capable of delivering, implementing, hosting, supporting a cloud based Hansard-style production system. This system should facilitate the transcription, editing, and publication of a written report of all public proceedings of the Scottish Parliament. Below is an overview of some of the SPCB’s anticipated system requirements: Editing - The system must include standard word processing functions, such as robust spelling/grammar check and undo facility, equivalent to the core word processing functionality of Microsoft Word. - The system must be compatible with voice recognition software. Workflow - The system must support a three-stage workflow and be configurable. - The system must have workflow functionality to support resource allocation. Audio Recording - The system must integrate with an existing audio player or a supplier-provided audio player. - It must provide the ability to segment audio recordings according to user needs. Reporting - The system must be able to generate reports for analysing productivity, supporting the planning and monitoring of production processes. Data - The system must be capable of retrieving data from parliamentary systems and generating output for the website through APIs or other appropriate methods. Additionally, it should be able to integrate with any automatic speech recognition service.
