What is being bought
Housing retrofit programmes require large investment and the appropriate targeting of measures to individual properties to avoid unintended consequence, particularly for fabric measures. In order to develop a realistic, low-risk and cost-effective plan for housing stock retrofit, we are looking to appoint a contractor to deliver the following four components of work: 1. Developing the business model, including resourcing requirements, for a ‘one stop shop’ (OSS) energy advice centre, ensuring the business model builds on existing good practice.
