        "description": "The ICB intends to award one contract for the provision of a Neurodivergence Support Service for Children, Young People and Families to cover the population of the counties of Herefordshire and Worcestershire, UK.  \nThe aim of the service will be to support children, young people with neurodivergent needs and their families/support networks to understand their unique circumstances, strengths and challenges, and develop strategies that will enhance and improve day to day living for all.  \nThis service will be independent of the Autism and ADHD diagnostic services, however, it will wrap around the core assessment pathway, providing a wide range of advice, information, support and other activities in environments that help people to feel safe and part of a wider network.\nAs the service will hold specialist expertise in supporting neurodivergent children, young people and their families, it is expected to play a key role in working with the Autism and ADHD diagnostic service and other key organisations, to support system-wide understanding of neurodivergent conditions and drive implementation of best-practice strategies that will enhance and improve day to day living for all. \nThe contract commencement date is 1st May 2026.\nThe contract duration shall be for a period of 3 years with the option to extend for up to another 2 years, at the ICB's discretion.\nThe total lifetime value of the contract is £3,000,000 (i.e., for 3 years including the 2-year optional extension period ).   \nThe ICB reserves the right to reject Bids that are unaffordable and above the affordability envelope of the project, where the proposed value exceeds the affordability threshold of £600,000.00 per annum and £3,000,000.00 for the total lifetime value of the contract (i.e., for the 3-year contract period including the optional extension period of an additional 2 years). \nWhere VAT is recoverable by the ICB, this applies to the net cost (excluding VAT). The indicative proposed minimum activity levels are per year are as follows:\n1800 Advice, Information & Signposting Sessions;\n120 Training/workshops for parent carers, young people and professionals;\n30 1:1 Family and Child Support Sessions.\nHerefordshire and Worcestershire has seen an increase in children and young people with neurodivergent needs in line with national trends. Whilst some people will require lifelong support, research and feedback from CYP, families demonstrates many CYP can navigate daily life successfully if they and their families, receive support early. Families and young people have told the ICB that current support is inconsistent, often reliant on a diagnosis and is not responsive to changing needs of CYP as they develop. As a result, partners within Herefordshire and Worcestershire Integrated Care System, are working together to implement a shared vision of early intervention defined as the:\n'Identification of need & person-centred, neuro-affirming support provided at the earliest opportunity to prevent the escalation of needs and enable positive outcomes for the young person.'\nThe new support service will play a key role in delivery of this vision by providing early intervention for CYP and their families with neurodivergent presentations. Enabling them to understand their neurodivergent traits and develop strategies and tools to navigate and manage these in the family environment, education and other settings. The service will also have a role in working with wider professionals to develop neuroinclusive practices and environments.\nThe provider(s) of the new service must be able to submit and flow data successfully to the ICB and provide assurance of this.\nThere is no fixed view as to what the services will look like.
