Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 09. The category anchor is Electricity, heating, solar and nuclear energy (09300000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.\nABOUT US: NHG is one of the largest housing associations in the country, where around two in every 100 Londoners live in a NHG home. We are a not-for-profit organisation providing quality London homes at below-market rents for people that would otherwise struggle to afford them. We are both a landlord and developer, with more than 60,000 homes and a well-established commercial business, from which we reinvest to subsidise more affordable homes and rents across the capital. For more information, visit www.nhg.org.uk. \nFRAMEWORK USERS: This framework will be available for use by NHG and any entity within the same group of companies as NHG (the current list can be found on our website.) It will also be available to any entity or joint venture company that we, or any other NHG  group member, holds an interest in from time to time.  \nNHG may also (at its sole discretion) permit use of the Framework by any other contracting authority that is a provider of social housing operating in the Greater London area. This will be at NHG’s sole discretion and may be subject to payment of a usage fee. This includes providers of social housing including without limitation any Registered Provider (as defined in the Housing and Regeneration Act 2008 and registered with the Regulator of Social Housing), local authorities and/or Arm’s-Length Management Organisations (ALMO). A list of the current Registered Providers can be found by visiting https://www.gov.uk/government/publications/current-registered-providers-of-social-housing.\nOnce other authorities have access, they can independently call-off from the framework and manage their contracts’ performance. Such authorities may choose to direct award, using the justifications available from the framework agreement, or conduct a mini competition.\nFRAMEWORK VALUE: The estimated value of the Framework Agreement is £500m. This estimation is based on NHG’s projected spend of £195m over the next 15 years, with an allowance for third-party Call-Offs entered into under the framework, estimated at £305m . NHG cannot give any guarantees that works totalling this value will in fact be called off from this framework and the award of any Call-Off contracts under the framework is at NHG's (or any other user's) discretion. Equally, the total value may increase, either if NHG’s own requirements increase unexpectedly or if the framework is used by other contracting authorities more extensively than anticipated.\nNUMBER OF FRAMEWORK MEMBERS: NHG currently intends to appoint 10 Tenderers to the framework as an outcome of this procurement process. However, we reserve the right to appoint either more or less than 10 Tenderers at our sole discretion.\nOTHER: NHG reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework Agreement. NHG will not, under any circumstance, reimburse any expense incurred by Applicants in preparing their tender submissions.\nFor more information about this opportunity, please visit the Delta eSourcing portal at: \nhttps://www.delta-esourcing.com/tenders/UK-UK-London:-Refurbishment-work./WG77PCU83K\nTo respond to this opportunity, please click here: \nhttps://www.delta-esourcing.com/respond/WG77PCU83K\n GO Reference: GO-2025220-PRO-29509626",

"description": "STRATEGY: NHG have several contracts in place for these works & services which will expire in Spring 2026. NHG wishes to carry out pre-procurement market engagement to seek views from the market about its proposals before the formal launch of the procurement through the issue of a Contract Notice on FTS. NHG have multiple sites across London, Essex and Suffolk, with the majority of the stock being within the Greater London area. NHG anticipates appointing a number of contractors to the framework. ABOUT US: NHG is one of the largest HA's in the country, with more than 66,000 homes across London and the south-east. We provide homes across a range of tenures and are committed to delivering housing that is affordable for all. We build and maintain quality homes, creating diverse and thriving communities. This is our primary purpose and everything else we do supports that. For more information, visit www.nhg.org.uk. PROCUREMENT PROCESS: NHG may elect (at its discretion) to proceed with the procurement of the proposed contract. When the procurement proceeds, a contract notice will be issued on FTS which suppliers will be required to respond to if they wish to bid for the opportunity. We intend to follow the two-stage, Restricted Procedure. The Selection Questionnaire (SQ) is likely to be issued late-February 2025. The procurement timetable will be confirmed to bidders once the SQ stage begins. Please note we reserve the right to change the timetable and procedure. CONTRACT VALUE: The estimated total framework value of £500,000,000, as stated in this Notice, is based on NHG's current anticipated requirements, estimated at £13 million per annum. The estimated total framework value also includes the combined sum of the maximum term of each call-off contract and potential third-party spend. Please note that all information in this PIN (including values and services) is not a firm commitment and may be subject to change following market engagement.\nTo view this notice, please click here: \nhttps://www.delta-esourcing.com/delta/viewNotice.html?noticeId=917732700\n GO Reference: GO-2025127-PRO-29235047",
