        "description": "NECS542 - Request for Information - Children and Young People's Mental Health Online Support Service - County Durham for and on behalf of NHS North East and North Cumbria Integrated Care Board\nNorth of England Commissioning Support (NECS) are working for, and on behalf of, NHS North East and North Cumbria Integrated Care Board (the Contracting Authority), who are conducting a Request for Information (RFI) exercise in order to gain a better understanding of the capacity and appetite of the market to deliver Children and Young People's Mental Health Online Support Service  in the County Durham area. \nIt is anticipated that TUPE may apply to this service.\nThis is a preliminary market engagement notice under the Procurement Act 2023 with the intention to adopt the competitive (Open Procedure) approach for any future procurements for this service. The awarding of this contract is subject to the Procurement Act 2023 Regulations. For the avoidance of doubt, both the provisions of the Public Contracts Regulations 2015 and the new Provider Selection Regime (PSR). The Health Care Services (Provider Selection Regime) Regulations 2023 do not apply to this service.\nThis Request for Information was previously published under the Provider Selection Regime (PSR) The Health Care Services (Provider Selection Regime) Regulations 2023 Notice reference: 2024/S 000-036993. The Relevant Authority now considers that the draft specification for this service aligns to a CPV code which is not specified within the Provider Selection Regime.\nFor those Providers who have already responded to preliminary market engagement  via the above and regardless of the switch of legislation remain interested in the service, there is no need to respond again, this is already captured.\nFor Providers who have already responded to preliminary market engagement  via the above but because of switch of legislation are now no longer interested, please confirm that you wish to no longer participate in the RFI by either messaging via the Atamis e-tender portal and project related -NECS542 - Request for Information - Children and Young People's Mental Health Online Support Service - County Durham for and on behalf of NHS North East and North Cumbria Integrated Care Board OR simply click \"DECLINE\" on the associated project.\nFor Providers who did not respond to Notice reference 2024/S 000-036993 because they believed that this RFI sat within PSR and now wish to participate - please follow the instructions in the paragraph below which begins \" To register an interest in responding to this market engagement exercise.....\"\nIt is important to note that this PIN/RFI is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published on Find and Tender Service and/ or on Contracts Finder, as applicable.\nIt should be noted that this PIN/RFI invites individuals and organisations to express an interest in this RFI exercise only, and it is NOT part of any pre-qualification or selection process.
