Coverage: 29 active published awards; 4 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
Transport for Wales (TfW) were commissioned by the Welsh Government to deliver the recommendations of the South East Wales Transport Commission (the ‘Burns Commission’). Historically, WG funded the work of TfW Burns Delivery Unit directly, who have previously coordinated and procured all work in respect of the Newport Central scheme; however, as part of the transition programme for grant modernisation, from 25/26 part of the funding was awarded through the Local Transport Fund (LTF) to Newport City Council to progress some elements. There are significant project interfaces with wider work, including the TfW commissioned work on Malpas Rd. It is essential that continuity is maintained to remain on programme / grant window.

Procedure rationaleAs discussed with Simon Nicholls, under the Procurement act we are permitted to direct award on behalf of another contract authority which is considered to be a vertical arrangement, schedule 2 – exempted contracts.
