The National Museums Scotland (NMS) is unique – a place where the cultures of Scotland and the world meet, where the arts and sciences intermingle, a space where the full spectrum of human creativity and invention, across cultural boundaries and through time, can be seen alongside the wonder and diversity of the natural world.

NMS is a Non-Departmental Public Body, governed by a Board of Trustees.

The core funding of NMS is Grant-in-Aid received from the Scottish Government.

NMS care for collections of national and international importance and present these to the public at four Museums:

  • National Museum of Scotland (NMoS); Chambers Street, Edinburgh
  • National War Museum Scotland (NWMS); Edinburgh Castle
  • National Museum of Flight (NMoF); East Fortune, East Lothian
  • National Museum of Rural Life (NMoRL); Kittochside, East Kilbride

In addition to the Museum sites above, NMS owns, manages, and maintains the following Property:

  • National Museums Collection Centre (NMCC); 242 West Granton Road, Edinburgh

NMS is seeking to retender their Hard Facilities Management Maintenance Contract to service across its estate.

The contract is anticipated to commence on 1st April 2022 for an initial 5-year period, with an option to extend by a further 2 years.

NMS spends in the order of 2 million (GBP) annually on OpEx (Operating Expenses) e.g. property maintenance covering Reactive events, Lifecycle and Planned Preventive Maintenance (PPM) works. A large proportion of this is dedicated to an ongoing programme of major repair and improvement projects, with an element of minor new works. Annually NMS have a Capital budget over and above this OpEx sum, which may be awarded to the Hard Facilities Management Maintenance Contractor, following NMS procurement processes. The Capital Budget for property related works is general in the region of 1 million (GBP) p.a., over the next several years Additional information: None

Review and risk notes
Review procedure

National Museums Scotland (NMS) will incorporate a minimum of a 10 calendar day standstill period from the point at which information on the award of the contract is communicated to tenderers. If unsuccessful tenderers have any concerns about the process, and/or its outcome, they should be raised during the standstill period. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved within a reasonable period, The Public Contracts (Scotland) Regulations (SSI 2006 No.1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court of Session. Any such action must be brought promptly (generally within 3 months). Before approaching the court seeking any legal remedies, a tenderer must inform the contracting authority and explain the basis for its court application.
