Published requirement descriptionTo fulfil our responsibilities under the Care Act 2014 and the Mental Capacity Act 2005, Brighton & Hove City Council requires a money management service to support Individuals to manage their personal finances.
The provision will be provided to Individuals in the community who for reasons of physical or mental capacity, or safeguarding risk need support in managing their personal finances.
Lot 1 - Money Management and Cash Handling for Adults with Care Needs:
This Service will focus on access to personal funds for Individuals with eligible social care needs via home cash deliveries, a drop-in cash collection service, as well as the provision of pre-payment cards. The aim is to allow Individuals to live independently, preventing matters of debt leading to housing loss, risk of mental ill health or the need for residential care.
Lot 2 - Money & Debt Advice for Council Tenants and Leaseholders:
This Service will provide money advice for council tenants and leaseholders who are experiencing, or at risk of, financial difficulty. The Service will support residents to build financial resilience, prevent the escalation of rent and leasehold arrears, and reduce the risk of eviction, forfeiture, or homelessness.
The Provider(s) for both Lot 1 & 2 will be required to operate from a central base in Brighton & Hove, which is accessible to the public.
- How the procedure runs: The Council intends to award a contract to the Bidder(s) who has/have satisfied all Conditions of Participation and submitted the most advantageous tender return for each Lot according to the Council's award criteria. Tenders will be evaluated on the following award criteria and weightings: price 50% and quality 50% [Total=100%]. The scores a Bidder achieves for quality and price within each Lot will be weighted as per the above percentage and then combined to give the Bidder's overall score for that Lot. Overall scores will be used to rank the Bidders to identify the most advantageous tender with the highest ranked Bidder for each Lot being awarded the contract. Preferred Supplier stage: The Council reserves the right to include a Preferred Supplier stage following conclusion of the initial evaluation process. The highest scoring Bidder(s) will be invited to a negotiation discussion to clarify or confirm any commitments made in the tender and/or engage in post-tender negotiation. The Council reserves the right to award without undertaking the Preferred Supplier stage, for either or both Lots.
