Milton Keynes Council are advertising an opportunity for a multidisciplinary consultancy, either a single supplier or a consortium, to produce a Strategic Outline Business Case (SOBC) for delivering the first phase of its Mass Rapid Transit network concept.The Milton Keynes Strategy for 2050 (adopted by Council January 2021 as an annex to the Council Plan) presents a long-term growth strategy for Milton Keynes borough to a population of around 410,000 people (from around 270,000 people today) which is part of a Greater Milton Keynes of around half a million, set within a context of growth across the wider Oxford-Cambridge Arc. Among its seven big ambitions, the strategy aims to make it easier for everyone to travel on foot, by bike and with better public transport.

The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. Applicants who are unsuccessful shall be informed by the Contracting Authority as soon as possible after the decision has been made as to the reasons why the Applicant was unsuccessful. Applicants may seek further clarification from the Contracting Authority following receipt of this information and the Contracting Authority will provide further clarification as appropriate. If any clarification regarding the award of the Contract has not been successfully resolved, an Applicant can consider its option under the Public Contracts Regulations 2015. Applicants would need to obtain their own legal advice.
