Third-party providers are dependent on Microsoft for escalation and therefore Cannot provide equivalent authority or resolution capability.\nThe Contracting Authority has undertaken a proportionate assessment of alternatives and a commercial benchmarking exercise to confirm that the proposed approach represents value for money.",
