    The Mental Health Supported Living in Tile House (Intensive) Service offers accommodation and support for adults with serious mental illness (SMI) and complex needs who have lost their tenancies or are unable to live independently, bridging the gap between long stay in hospital and independent living. This type of provision provides a secure environment, key for long term stability and recovery for people with SMI and complex need, offering a smooth transition into the service. The service provides residents with a combination of housing and support to enable them to learn practical skills in a person-centred, strengths-based environment, and prepare them to move on. The service offers 24/7 intensive support, with dedicated onsite clinical staff from Camden and Islington Foundation Trust. The model meets the Council's statutory obligations and aligns with the Council's objectives by providing provision for people eligible for support under the Care Act 2014 who not require personal care, but due their level of need cannot live independently.

Procedure rationaleThe Authority has seven mental health supported living services which includes the Mental Health Supported Living in Tile House (Intensive) service. The intention was to develop a Mental Health Accommodation Strategy which would inform further commissioning priorities for the mental health supported living services in Camden. The development of this strategy was delayed due to the COVID-19 pandemic with the Authority prioritising the delivery of safe frontline services in a Covid secure way thereby protecting both service users and frontline staff. The current service is delivered in Tile House in Camden which provides 15 high quality self-contained flats suitable for this client group. The property is owned by the incumbent provider who is not prepared to allow a third party to deliver the service from the property. This is also the only service in the Council's Mental Health Adult Pathway that provides mental health intensive support to its residents by sub contracting aspects of their delivery to Camden and Islington Foundation Trust. The Authority does not have properties of this type available in Camden therefore not directly awarding this contract to the incumbent provider would mean a loss of a vital service to residents living in Camden. A Mental Health Accommodation Strategy is being developed which will inform future provision in Camden which may resolve the issue long term.
