Procedure rationalePreparation for a contract of this size and complexity has a long lead time of around 2 years especially so in that it is a collaborative contract involving five Health Boards, therefore the Covid-19 pandemic has caused an unavoidable diversion of Health Board resources across Human Resources, Medical Staffing, Finance and Procurement departments. A 12 month extension will therefore allow time to prepare for the longer term re-tender including a full options appraisal of future procurement options for medical locums. This is a reasonable and proportionate step in order to maintain a critical clinical service whilst balancing this against our legal duty to expose the requirement to full, open competition in due course. |
