What is being bought

Translink’s Infrastructure and Projects Division is responsible for maintenance and capital works to all infrastructure, property and structures for Northern Ireland Railways Company, Ulsterbus, Metro and NITHC. Translink operates around 400 properties across 131 sites in Northern Ireland and 1 satellite property in Scotland. These properties and buildings serve a diverse range of facilities to support the day to day operations of the organization. In order to assist with Translink’s programme of maintenance and capital projects, Translink wishes to appoint one (1) Contractor to provide Fully Comprehensive Planned Preventative Maintenance, Reactive Maintenance and Minor Works associated with the Fire Alarm Systems and associated equipment. The Contract is to be fulfilled by the Contractor, taking account of all maintenance costs for the Planned Preventative Maintenance, and Reactive Maintenance to deliver the contract requirements. On occasion that any claim is made for misuse or abuse the Client will require evidence of how this replacement or repair sits outside the comprehensive contract. Your response must be submitted via the relevant Call for Tender (CfT) on the eTendersNI portal. Instructions on how to submit your response can be found within the Interactive Walkthrough on the eTendersNI Homepage. No other method of submission will be accepted.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 31. The category anchor is Burglar and fire alarms (31625000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence
Market: CPV division 312,7185 median · 49.4 average (954 of 2,718 with a bid count)5.7 average (1,137 of 2,718 with named award suppliers)Not published

Delivery region: UKN0215 median · 57.1 average (7 of 21 with a bid count)3.8 average (13 of 21 with named award suppliers)Not published

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
