Award criteria
Quality and Design — The Council will assess the quality, functionality and suitability of the proposed design, including architectural quality, suitability for Mayflower Park, accessibility and inclusivity, quality of materials and finishes, durability, ease of maintenance, functionality of the café, community and public convenience facilities, flexibility for future use, user experience, innovation and the overall quality of the Concept Design Pack submission. (35%)
Sustainability and Environmental Performance — The Council will assess the environmental performance of the proposal, including energy-efficient building design, low-carbon construction methods, sustainable and recycled materials, renewable energy opportunities, water efficiency measures, waste reduction initiatives, sustainable drainage solutions, biodiversity enhancements and measures that minimise environmental impact, operational costs and long-term maintenance requirements throughout the life of the building. (15%)
Delivery Programme — The Council will assess the realism and deliverability of the proposed programme, including design development, planning and statutory approvals, manufacture, site preparation, installation, commissioning and handover. Consideration will also be given to project management arrangements, programme certainty, site management, resource allocation, risk management, delay mitigation measures and the ability to minimise disruption during delivery. (10%)
Operational Efficiency and Whole-Life Value — The Council will assess the long-term operational efficiency and whole-life value of the facility, including energy efficiency, anticipated running costs, ease of maintenance, durability of materials and components, lifecycle costs, warranty provisions, replacement cycles, operational flexibility, adaptability, maintenance requirements and the expected lifespan of key building elements. These criteria align with the evaluation requirements set out in the ITT documents. (10%)
Price — The Council will assess the total tendered price, affordability within the approved budget, completeness and transparency of pricing, value for money, proposed payment arrangements and overall commercial viability. The assessment will consider both the initial contract cost and the value delivered through the proposed solution. Price - Affordability and value for money within the approved budget of £750,000 excluding VAT (30%)
