Coverage: 30 active published awards; 10 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
1. Introduction
The London Borough of Waltham Forest ("the Council") is undertaking this Preliminary Market Engagement (PME) exercise to inform the future commissioning of Home-Based Support and Reablement Services.
The purpose of this engagement is to:
• Seek provider and stakeholder feedback
• Inform the future service model and procurement approach
• Understand market capacity, capability, and innovation
• Support delivery of high-quality, sustainable, and outcome-focused services
2. Background and Context
The Council currently commissions Home-Based Support through a framework arrangement with multiple providers, delivering approximately 1,000-1,100 care packages annually.
Home-based care and support is critical to:
• Enabling residents to live independently at home
• Supporting hospital discharge and system flow
• Preventing or delaying the need for long-term residential care
• Meeting statutory duties under the Care Act 2014
Demand has increased significantly in recent years, alongside:
• Increased complexity of need
• Workforce pressures
• Growing reliance on spot purchasing
The Council is therefore reviewing its commissioning approach to ensure a more flexible, sustainable, and outcome-focused model.
