Procedure rationaleAs part of the S7 Programme Lift, Pressure Switches are on a 100% change out rate. Telemecanique Sensors (owned by Yageo TMSS UK Ltd) is the Original Equipment Manufacturer (OEM) and has design authority for all five pressure switches. TfL do not have access to the technical information & drawings required to generate a specification which will allow us to tender competitively for these parts. Introducing alternative components would pose compatibility risks. The switches' electrical and pneumatic interfaces and mounting configurations are tightly coupled to the design of the S7 fleet. Furthermore, the performance and reliability of these switches are safety critical. A failure in service of any one of these components would result in degraded or lost whistle operation, loss of traction or an unsolicited emergency brake application. Therefore, this contract will be for the provision of repeat goods from Telemecanique Sensors (owned by Yageo TMSS UK Ltd) in accordance with the Procurement Act 2023, Section 41.6 Schedule 5 paragraph 7 which states:  The public contract concerns the supply of pressure switches by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where;  a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and  b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
