4B.5.1 It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated:
Public Liability (Third Party) Insurance to the value of 5,000,000 GBP (for each and every occurrence)
Employers Liability Insurance to a Value of not less than the statutory minimum (for each and every occurrence).
Professional Indemnity Insurance to the value of 5,000,000 GBP(for each and every occurrence)
The Authority will use the independent credit scoring organisation, Creditsafe, to check the financial status of the Bidders and may involve further detailed financial checking/assessment.

4C.6 Bidders will be required to confirm that they and/or the service provider have the following relevant educational and professional qualifications:
1 Operators must hold and make available to the council, a Powered Access Licence (PAL) Card and The International Powered Access Federation (IPAF) Licence, for operating a Mobile Elevating Work Platform (MEWP).
2 Electricians must be qualified and carry out all Electrical work to IET Wiring Regulations 18th Edition standard.
3 Third party Structural Engineer must be qualified to Chartered Engineer with CEng, MICE, MIStructE or equivalent accreditation

- Performance terms
The suppliers performance will be measured against the following performance targets/KPI’s:
a. Ability to deliver against the agreed implementation schedule for the festive lighting and cross street banners installation and de-rig.
b. Ability to respond to any unexpected failures or damage to festive lighting, banner displays or catenary cable system.
c. Have Industry and/or professional standards and codes of practice been followed at all times.
The successful bidder must provide a Contract Manager, who will be the primary point of contact between the bidder and the Council.
Publisher note: Provision has been made within the contract for supplementary works that may arise during the contract term, subject to service requirements and the availability of budget. Should forecast expenditure exceed the awarded contract value, any additional spend will be managed in accordance with applicable public procurement regulations and the organisation's governance and approval requirements.
