Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: PinPoint Priority Service Ltd are the current incumbent supplier within the Health Board of the PinPoint security badges and are the only supplier on the European market that is able to provide the maintenance to the required specification. Hence, the reason not to publish a call for prior competition.
