- Additional Repeat Extension Partial Replacement
- Published justification
This direct award concerns the extension of services supplied by the existing supplier to support two systems (Annunciators and Division Bells) which are unique and critical to UK Parliament. The supplier has extensive knowledge of these systems and how they operate together with ongoing relationships with key subcontractors who are essential to the operation and maintenance of the systems. Any change of supplier would cause a difference or incompatibility in the services provided which would result in disproportionate technical difficulties in the overall operation and maintenance of the systems.
Therefore, under Schedule 5 para 7:
(7) The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where—
(a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and
(b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
