What is being bought
This Prior Information Notice (PIN) relates to market engagement to support the expansion of the NHS Low Calorie Diet Programme which is currently being delivered by the NHS Diabetes Programme, a joint partnership between NHS England and NHS Improvement, Public Health England and Diabetes UK.NHS England wishes to notify potential providers about its intention to commence market engagement in advance of a potential commissioning process. The National programme relates to an NHS Long Term Plan commitment to pilot at scale in service delivery for citizens who are overweight / obese and recently diagnosed with Type 2 diabetes, with the aim of delivering significant weight loss and achieving remission from their diabetes. The programme involves provision of total diet replacement products alongside a structured programme of support including support for food reintroduction and weight maintenance.

    The programme, which is currently being piloted in 10 ICSs, has been developed in response to the findings of two research trials, DiRECT and DROPLET, which produced encouraging results for the impact of total diet replacement, delivered as part of a behaviour change intervention programme, on weight, HbA1c and in some cases remission of Type 2 diabetes.It is anticipated that the expansion of the programme will support the provision of an additional 5,000 service user places, by expanding the offer to further Integrated Care System (ICS) sites.A full evaluation will take place alongside the national programme to inform future commissioning decisions about the national provision of such interventions.Potential providers are encouraged to attend a market information session to hear more detail about current plans for the programme expansion, and to share insight to further inform these plans.The event is to be held virtually on Wednesday 16 June 2021, 10am – 12 noon, via Microsoft Teams.
