However, these were not deemed relevant for this procurement process as the organisations named did not express an interest or bid for the tender opportunity. The GP Clinical Advisor declared that they had previously worked with one of the bidding organisations approximately 6 years ago as part of an ICB funded project. This declaration was reviewed by the ICB Corporate Governance team in line with ICB policy. Due to the nature of the engagement and the period of time that has passed, the Authority was satisfied that the previous connection did not represent a conflict of interest. For confirmation, the GP Clinical Advisor scored 3 of the tender questions and was part of a panel of 3 evaluators on each of those questions.

The Basic Selection Criteria Questions were Pass/Fail and the weightings for the Key Criteria Questions were as follows and were scored on a 0-5 scoring mechanism;

Key Criteria 1: Quality and Innovation: 30.00%
Key Criteria 2: Value: 20.00% (with 1 Pass/Fail question)
Key Criteria 3: Integration, Collaboration and Service Sustainability: 20.00%
Key Criteria 4: Improving Access, Reducing Health Inequalities and Facilitating Choice: 20.00%
Key Criteria 5: Social Value: 10.00%

The preferred Provider for each Lot was awarded the contract based on the highest overall weighted score for Key Criteria and meeting all of the Basic Selection Criteria.
